Citing recommendations by his 18-month-old Life Sciencees Advisory Board, Gov. Martin O’Mallegy announced a new strategidc plan he said will help turn his ambitious hopes for a nationally leading biotech enterprise into He outlinedthose steps, based on his $1.3 10-year plan, late Wednesday at the BIO 2009 Conventionh in Atlanta. Most of the steps, entail stepping up funding support forbiotec programs, an uphill request in a tough economyy as the state continues to reconcile massivd budget cuts. The board said it extendedx some timelines to meet thosefunding challenges, but some proposals had already met with the cutting room floor durinh the last legislative session.
The first of the board’s stepz is one O’Malley announced earlier in the weekin Rockville: Montgomert County and Baltimore will each housed a branch of a newl y established Maryland Bioscience Center, a $6 millionj clearinghouse for all of the state’s programs related to the life sciencex industry. That bioscience center would, in turn, be the overseeingv agency for many of the other steps in the which include: Creating a BioEntrepreneud Resource Program that helps connecr biotech startups with early-stage capital.
Making permanenf and increasingthe $3 million cap of the state research and developmeng tax credit, targeting it to companies with fewer than 50 The plan would also up that fund amoun t to $24 million by 2020. Increasing funding for the Maryland Biotechnology Investor Tax Credirtfrom $6 million to $24 million by 2020 to spur more early-stag investment in biotechs. Creating a $10 million Maryland Life Scienceds Venture Capital Trust to tap state pensionfundds and, ultimately, attract as much as $100 milliom in state and matching private equity investments. Restoring the state’sz venture fund to $9 million and eventuall y increasing itto $24 millio by 2020.
Seeding a $5 million Marylande Bioscience Product Development Loan Fund to bridge the fundingv gap for companies going from startup to producylaunch phases. In the board members targeted poor funding techniques compared to better-performing states to help encourage furthef investment in local companies. Maryland’s tax rate, for instance, is a meagetr 3 percent for basic research expenditures and 10 percenffor growth-related research expenditures — that’sa the lowest among its peer states of New Jersey, Pennsylvania, California and Nortgh Carolina.
In addition, Maryland’sz state venture fund for early-stag e companies has watched its allotments plummettfrom $9 million in fiscal 2001 to $2 millionh this fiscal year. Ohio and in comparison, dumped $263 million and $109 respectively, into their venture “What remains striking about Maryland is its still enormous untapped potential inthe biosciences,” wrote Tom Watkins, chair of the Marylandx Life Sciences Board and president and CEO of Rockville-basedd , in his introductory letter to O’Malley.
“Maryland must continue to maintainn and strengthen its historic leadership in bioscience but must also work harder and smarter to accelerate the rate at which its researchg strengths translate intoviable startups, commercializec products and more mature bioscience companiesx that are able to grow and sustainm themselves profitably over the long The board also suggested strengthening — and increasing fundinhg by more than $15 million a year for the technology transfer pipeline from universitiees and federal labs to the industry floorf through new partnerships and four new commercialization institutes that woulde cost upward of $100 million total by 2020.
Board members also addressed gaps inthe state’sa bioscience work force, recommending roughly $5.7 millionm in annual funds through 2020 for state leaders to expandd bioscience curriculum in high schools statewids and create training programs for potential employeess and science teachers. Finally, the board proposedd that the state’s stem cell fund increase from $19 milliom to $20 million annually, while it feeds anothetr $5 million to a nanobiotechnology fund, doublee its current amount, through 2020.
State leadersz said they will measure their success by tracking the increases in suchfactors as: the growthu in number of biotech firms, employeesa and overall concentration; research and development both in the commercial and academic sectors; new companies new products passing clinical trialds and regulatory approval; and venture capital backing in the biotech
